<p>The NSW Government has announced there will be <strong>no change</strong> to payments for customers already receiving or about to receive tariff payments under the Solar Bonus Scheme.  This includes customers on the 60 cent or 20 cent tariff rate.</p>
<p>The Solar Bonus Scheme provides a feed-in tariff for eligible customers with small solar or wind generators that are connected to the grid. The Scheme commenced on 1 January 2010 and operates until 31 December 2016.</p>
<p>Customers wishing to connect a renewable energy generator to the grid <a href="http://www.dtiris.nsw.gov.au/energy/sustainable/renewable/solar/solar-scheme/connecting-renewable-energy-generators">without</a> participating in the Solar Bonus Scheme are able to do so.</p>
<p><strong>Customers are advised to regularly check this website for up to date information.</strong></p>

<h1>NSW Solar Summit 2 Announced</h1>

<p>New South Wales Minister for Resources and Energy, Chris Hartcher has announced the NSW Solar Summit 2, which will be held on 1 July, 2011 at the Newcastle Institute for Energy and Resources.<br />
   <br />
Mr. Hartcher says the event will be an important pathway toward the management of the renewable energy sector in New South Wales. In spite of some of the treatment the solar industry has experienced in the state recently that may seem to indicate otherwise, the Minister stated that solar energy is a &#8220;key part&#8221; of NSW&#8217;s renewables program.<br />
   <br />
&#8220;The NSW Government remains committed to renewable energy with a focus on sensible, sustained and affordable progress for renewables,&#8221; said Mr. Hartcher.<br />
   <br />
The first Solar Summit in May resulted in the closing of the state&#8217;s Solar Bonus Scheme. The circumstances surrounding that meeting were criticised by <a href="http://www.energymatters.com.au/index.php?main_page=news_article&amp;article_id=1522">Liberal MP Catherine Cusack</a> who said the people denied a voice at the summit were the same people the Government said should bear all the costs of the decision. <br />
    <br />
After the recent uproar in connection with the NSW&#8217;s Government&#8217;s failed attempt to <a href="http://www.energymatters.com.au/index.php?main_page=news_article&amp;article_id=1517">renege on existing contracts</a> with households participating in the Solar Bonus Scheme, it would appear the next summit may be more inclusive of various stakeholders. According to a press release from Mr. Hartcher&#8217;s office, the next Solar Summit will involve &#8220;industry and government representatives, energy experts, and consumer and environment groups&#8221;.<br />
    <br />
NSW Solar Summit 2 will seek to establish options for a fair price for solar generated electricity &#8211; a situation urgently requiring attention according to the solar industry as currently NSW is only offering net metering on a mandatory basis; with some electricity companies profiting from the situation through the resale of solar electricity generated by <a href="http://www.energymatters.com.au/renewable-energy/solar-power/grid-connected-systems/home-grid-solar.php">home solar power systems</a> at a premium.<br />
   <br />
Solar Summit 2 will also seek to find a practical way forward for small, medium and large scale solar in NSW, examine peak load management strategies to reduce energy costs and consumption and also to discuss the future of renewable energy investment in the state. <br />
    <br />
The Summit will inform the development of a Solar Action Plan to provide a &#8220;predictable and stable operating environment for solar investment, research and development in NSW&#8221;.<br />
   <br />
Another important upcoming event on the solar industry calendar is the Greens-led <a href="http://www.energymatters.com.au/index.php?main_page=news_article&amp;article_id=1571">Solar Roundtable Conference</a> on July 8. The conference is part of a deal agreed to between the Federal Government and the Greens in February this year.</p>

<p>THE two giant new solar power plants slated for Moree in western NSW and Chinchilla in Queensland will mark the first time solar power in Australia is deployed on a scale large and reliable enough to rival coal as a source of &#8221;baseload&#8221; energy.</p>
<p>Neither plant is close to being the world&#8217;s biggest, with much more powerful solar power stations in the US and Spain already under construction, but enough power to run more than 100,000 households will be generated without the use of fossil fuels.</p>
<p>The NSW government agreed to chip in $120 million and the federal government $306 million towards the Moree project, which will cost an estimated $923 million to build. Building from scratch means the project, which will generate up to 150 megawatts of electricity, will be much more expensive than coal, even with no fuel costs.</p>
<p>The private consortium building the plant is led by BP Solar, Fotowatio and Pacific Hydro. It is not clear yet whether the state or federal governments can expect a return on their investments.</p>
<p>The state government said the Moree solar farm was expected to contribute around $210 million to the NSW economy, much of it flowing through the Moree district, and would lead to at least 300 new construction jobs.</p>
<p>It said over the 30 years the power station was expected to operate it would displace about 10.8 million tonnes of greenhouse gas that would otherwise have been released by the burning of fossil fuels.</p>
<p>&#8220;The project will drive regional investment, create jobs and ensure NSW is well positioned to meet its future energy targets,&#8221; the Energy Minister, Chris Hartcher said. &#8220;Moree is an ideal place to host the plant, with good links to the national electricity grid and a climate that will deliver strong outputs from the plant.&#8221;</p>
<p>The NSW plant is based on large photovoltaic cells, which are similar in some ways to rooftop solar panels. The Chinchilla plant, which is slightly larger, uses solar thermal energy &#8211; concentrating the sun&#8217;s rays via mirrors on to a central point to generate huge amounts of heat.</p>
<p>Solar thermal energy is seen as more likely to replace baseload coal and gas plants over the longer term.</p>
<p>The Australian Greens leader, Bob Brown, said pressure from his party had brought the federal government to a position where it had to help fund the projects.</p>
<p>The NSW Greens said the state government had settled for the poorer option, when compared with the Queensland plant. &#8221;It&#8217;s a tribute to the lack of interest and ability of successive NSW governments that this state ended up with lots of rooftop solar panels connected together while Queensland secured the much more exciting and innovative solar thermal power station,&#8221; the Greens MP John Kaye said.</p>

<p>As many of you are aware the NSW Government announced on Friday 29<sup>th</sup> April that they were <strong>suspending</strong> the solar bonus scheme.</p>
<p>What this means is that they are not “currently” allowing any new applications to be submitted to the scheme that paid 20c for all the energy left over and sent to the grid from your solar system.</p>
<p>This scheme was the 20c tariff that was given a 300MW capacity limit and we had been forecasting the filling up of this (from published bi weekly government issued figures)to be sometime in the middle of June, however this announcement means this date has changed.</p>
<p>For most people, as we were connecting you net to the grid i.e. the power was going into the home to be used first, this only affects the 25% to 33% left over power not used by the home.</p>
<p>The vast majority of the power produced will be used by you in the home and thus reduce your energy bills, saving you more and more as electricity prices increase year by year!</p>
<p>We are currently trying to get information from the energy companies on who had been accepted into the scheme and who has not yet been accepted and then we will let you know which category you are in.</p>
<p>As per the announcement below by the Energy Minister if your application is being “considered” then this will continue to be processed, this will be the vast majority of you.</p>
<p><em>“Mr Hartcher said all applications currently under consideration would continue to be processed.</em></p>
<p><em>The scheme was set up by the previous Labor government and was expected to run until 2016.</em></p>
<p><em>&#8220;People in the scheme are not affected,&#8221; Mr Hartcher told reporters in Sydney.</em></p>
<p><em>Closing the scheme permanently to new applications and opportunities to limit cost blowouts to the existing scheme will be considered at the government&#8217;s promised Solar Summit on May 6.”</em></p>

<p>Over this week we expect to establish where peoples applications stand and then after the solar summit on Friday May 6<sup>th</sup> we expect to have further clarification of what “considered” means and thus who is effected by this “suspension” of the solar bonus scheme.</p>
<p>The solar bonus scheme costs have blown out as a result of the 60c Gross feed in tariff that formed the first part of the solar scheme and many of the current installations that are filling up the scheme were these customers who bought before November last year, the industry anticipates that a new solar scheme will be a <strong>NET tariff</strong> and the payment amount for this left over energy will be about <strong>40c</strong>. All other states have a net feed in tariff of this amount or more – see chart below:</p>

<p>We suggest that wait while we establish who is and who may not be in the solar bonus scheme, this will be a week or so (post the governments solar summit) and then we will be able to tell you what your specific situation is.</p>
